Is there any stipulation that states an employer cannot ask an employee for a physical address.'?

The form asks for the street number and name of the street. The PO box is a mailing address not an address. That would be my take.

The I9 form that all employers must have on file requires an employee’s actual address on and is to be filled out by all new hires. Allowing use of a P.O. Box instead is a violation of the law, and makes the employer subject to fines that could exceed $2,000 per violation. Review the I9 requirements. https://www.uscis.gov/i-9

This comment from a FAQ document from USCIS is what prompted further inquiry: Can employees use a P.O. Box in Section 1? Yes, employees can enter their current residential or P.O. Box address in the first Address field in Section 1. Preparers, translators and employers may not enter P.O. Boxes on Form I-9.

I am unaware of any policy or legal requirement that prohibits the collection of an employee's address. Simply for payroll records, it is required.
